Richard Davies is the Head of Strategic Policy for the Association of Train Operating Companies (ATOC), the trade association of the UK's passenger train operating companies. His role is to help shape the train operators’ input into the strategic planning of the rail industry and to the broader transport policy debate, including road pricing, climate change and liberalisation.

Richard was previously Chief Economist and Director of Strategic Planning at the Strategic Rail Authority, responsible in particular for work on affordability and long term planning.  He previously worked in the financial planning department of British Rail during privatisation and for KPMG’s strategy, economics and marketing team. Richard holds Masters degrees in Engineering and Economics from the University of Cambridge and from MIT in the US.
