Martin Nesbit is currently acting as the Director responsible for Carbon Budgets and National Climate Change Delivery, but will move to a new post after Easter 2009.  

From 2006 – 2008 he was the Deputy Director responsible for greenhouse gas emissions trading, climate change agreements, and other UK instruments to reduce carbon emissions; and from 2002-2006 he was in charge of UK policy on the rural development and agri-environment elements of the EU’s Common Agricultural Policy.  In his earlier career, he has worked in Brussels twice, the first time working for the Commissioner in charge of regional policy, and the second time at the UK’s permanent representation from 1998 to 2002, in charge of negotiations on environmental legislation. Previous domestic policy posts have included housing policy and waste management (including implementation of the EU landfill directive).

He has studied public administration at the National School of Government (ENA) in France, and served recently on California’s Market Advisory Committee on emissions trading.
